KUWAIT: Official sources at the finance ministry stressed that a study made by Ernst & Young on rationalizing government subsidies on energy and goods would be discussed by the Cabinet today, taking into consideration dividing citizens into three categories - the rich, people with medium income and people with limited income.

"Subsidies will continue for citizens with limited income," the sources underlined, defining those with limited income as "citizens earning KD 1,000 a month or less". The sources explained that a system was currently being considered to identify the categories and said that it will most likely be done through the smart ID card. - Al-Anbaa
